Structure

The Institution of the Port Authority of Olbia and Golfo Aranci.
Law 28.01.1994 n. 84, of the reorganisation of the legislation regarding ports has provided for the institution of the Port Authorities in the ports with the particular qualifications set forth by the same law. 
The Port Authorities are institutions having a public incorporation and subject to the supervision of the Ministry of Transport, provided with financial autonomy and with a budget in the limits set by the law. 
In the ports of Olbia and Golfo Aranci the Port Authority has been established by D.P.R 29 December 2000 in the Official Journal of 18 February 2001 nr. 132. The limits of the territory have been definitively identified by D.M. 3 May 2001.

The Institutional bodies of the Port Authority are:

» The President,
Appointed by ministerial decree.
The President represents the Port Authority, has a term of four years and can be reconfirmed only once.
By D.M. 12 May 2005, after a long appointment as external commissioner carried out with great professionalism by Dr. Felice D’Aniello, Dr. Paolo Piro was appointed as first President of the Authority.

 » The Port Board
Made up of the President of the Port Authority who chairs it, the Harbour Master who serves as Vice President, an executive of the customs service of the customs territory having jurisdiction, an executive of the special office for maritime operations of the Civil Engineers having jurisdiction, Regional, Provincial and Municipal representatives, representatives of entrepreneurs’ and workers’ associations.

» The General Secretariat
The general secretariat is made up of the General Secretary, appointed by the Port Board on the President’s nomination among experts with demonstrated qualifications in the sector, and the Technical Operating Secretariat coordinated and led by the same. The General Secretary has a contract under private law with a four-year term, renewable only one time. 

» The Board of Auditors

» The Advisory Commission

Set up in every port by the Decree of the Ministry of Infrastructure and Transport (art 15 L. 84/94). Made up of representatives of workers and businesses, with specific jurisdiction in the matter of organisation of the port’s work.
The Port Authority has the tasks of setting policy, planning, coordinating promotion and controlling port operations and other commercial and industrial activities carried out in the ports, with powers of regulation and ordinance, including with reference to security regarding risks and workplace safety.

The Port Authority takes care of:
» The realisation of port works, including digging and dredging;
» Drawing up the Port Regulatory Plan (PRP) identifying different operations areas;
» Drawing up the Port Operating Plan (POT) setting planning and development policy;
» The coordination of activities carried out in the port by the public administrations and the control of port services;
» Entrusting licenses to private parties, in the areas and wharves for carrying out terminal activities in different product sectors;
» The issue of authorisations to port business to carry out their activities within the port;
» The worldwide promotion of the port, organising and participating in promotional initiatives;
» The professional and refresher training of workers and youth;
The Port Authority of Olbia and Golfo Aranci is the driving force for development of the port and it plays a “facilitator” role for the commercial activities. It is the reference point for port operators in the world for the ports of Olbia and Golfo Aranci.
